- The bill formally establishes the creation of a strategic BTC reserve within the structure of the U.S. Treasury Department, as well as a separate reserve for confiscated non-Bitcoin assets.
- BTC seized by the government will be directed into the reserve, while proceeds from the sale of other assets may be used to purchase additional BTC or to reduce the national debt.
- A key condition is a 20-year lock-up period for the reserve, during which the government is prohibited from trading or selling BTCâexcept in cases of national debt repayment.
