The State Duma is preparing a law on crypto regulation for the second reading.

The Financial Markets Committee has finalized the text of the draft law “On Digital Currency and Digital Rights” for the second reading. The main intrigue of the updated version lies not in tightening regulations, but in an unexpected freedom for foreign economic transactions.

• For participants in foreign trade—settlements can be conducted without a regulated intermediary, via both Russian and foreign infrastructure, using any wallets and coins, including stablecoins

• Transactions involving the buying and selling of securities and Russian digital rights in cryptocurrency are permitted

• A requirement for “friendliness” of their jurisdiction will be introduced for trading on foreign exchanges

The second and third readings are scheduled for July 21, and the law is set to take effect on September 1, 2026

For retail investors, however, the rules remain strict: licensed intermediaries, limits, and testing.
